The strategy would prevent new nuclear weapon states by increasing penalties for withdrawal from the NPT, enforcing compliance with strengthened treaties, and radically reforming the nuclear fuel cycle to prevent states from acquiring dualuse technologies for uranium enrichment or plutonium reprocessing.
