In the early 1980s, the Reagan administration's concerns over Cuba, Nicaragua, El Salvador, and Grenada, and its adoption of the Caribbean Basin Initiative as a preferential trading system, finally forced the governments and the businesses in the two subregions to realize that they were not just in the same basin but, alas, in the same boat.

Andrés Serbín perceives such a trend as already under way, encouraged by the increasingly active roles of other regional powers. While during the Cold Page xvii War the United States and Europe insisted on defining the Caribbean by its implications for their security, geopolitical relations today are more motivated and influenced by regional actors, especially Mexico, Colombia, and Venezuela, as well as by the Central American nations as a group. Through a number of economic, political, and diplomatic initiatives, such as the Caribbean Community (CARICOM), the Association of Caribbean States (ACS), the G-3 (a trade pact among Mexico, Colombia, and Venezuela), and the Central American Common Market (CACM), the region has shown creativity and initiative in laying the groundwork for increased integration and in positioning itself, as a region, against the influence of larger external entities such as NAFTA.

The first stage of the project was a workshop that took place in Caracas, Venezuela, in May 1993, cosponsored by the Woodrow Wilson International Center for Scholars, the Centro de Estudios sobre América (CEA), and the Instituto Venezolano de Estudios Sociales y Políticos (INVESP), and funded by the John D. and Catherine A. MacArthur Foundation and the Friedrich Ebert Stiftung. Scholars from Cuba, Venezuela, the United States, France, Trinidad and Tobago, Puerto Rico, Barbados, and Great Britain discussed Caribbean geopolitics, regional trade agreements, the effects of the economic and social crises on the migration problem, and Caribbean interstate relations with Cuba.
