The transformation of the world economy is much more than increased trade across national borders. It involves manifold possibilities of integrating production on a global scale which dramatically limit the scope for government economic management. It shifts the parameters of national economies and forces governments to attend to intangible ‘supply side’ factors like skills, motivation and national culture. The global shift similarly affects the frame for the state management of society. Migration no longer carries the same meaning when residence and work away from home or abroad is a way of maintaining social relations at a distance.

The milieu-structure remains stable, whereas the actual milieu can completely change (Scheler 1966:148–72). It was the notion of the ‘relatively natural world view’ which Aron Gurwitsch then developed to take in the view of the ‘fellow-being’. We see our fellowbeings in the milieu, neither as complete strangers nor as whole individuals but as people who fit somehow. The fellow-being enters my milieu as a concrete other in a function which is defined by the ‘situation’ or a ‘horizon’ which defines the concrete other in the milieu and predetermines our relationship.
